John is Vice President of Construction for VPA. He is responsible for the day to day coordination of manpower, materials, equipment and inspections on all projects ensuring that the work is coordinated with the building requirements and that the project stays on schedule and within budget. John also conducts site surveys, obtains permits, schedules inspections, and negotiates pricing of materials and services.
EXPERIENCE:
1994 – Present: V. PAULIUS & ASSOCIATES, Vice President/Construction
1993 – 1994: Project Manager – Design (Geometric/Hydrological) and construct of 75km of major highway in Southeastern Nigeria through virgin bush. Project included two reinforced concrete bridges with numerous concrete box culverts. Strict schedule to weather and political considerations.
1992 – 1993:Project Engineer – Construction of 15km of 2m diameter pipe distribution network systems to supply potable water to Abuja, Nigeria. Successful presentation and award of $10m contract to construct two satellite reservoirs with supply and distribution networks.
1991: Board Engineer – Investigate road structure failures in Western Nigeria. Prepare and implement strict quality control and construction procedures to repair existing failures and prevent future failures.

1983 – 1985: Assistant Site Agent – Survey and design of 65km primary highway in Northern Nigeria. Assistant Site Agent in the construction of highway and quality control. Liaison with government officials regarding contract payments and schedules.
1982 – 1983: Project Leader – European Development Fund – Commonwealth of Dominica. Detail design and material/construction specification report with policy recommendations for the reconstruction of the island’s road network devastated by Hurricane David.
1981: Design of small-scale agricultural irrigation farm systems for Benin Owena River Basin Authority, Nigeria.
1980: Survey Chief for the highway route survey in Northeastern Nigeria
